In the ongoing research into Barack Obama’s sketchy past, a sort of “connect the dots”, the “FightTheSmears.com” birth record is compared to others issued by the State of Hawaii in the computer generated form. Here is Obama’s side-by-side with two others:

When you zoom in closer on all three, you will find that two were “ACCEPTED” by the State of Hawaii, while Obama’s is listed as “FILED”.:

Here is the Hawaii statutes on the “FILED” and “ACCEPTED” on the COLB: Both 11-1-4(d) and 11-1-28>
http://hawaii.gov/health/about/rules/prac_proc.pdf
The statute specifically states that the date of filing is the date that a document is “RECEIVED” at the DoH office. O’s information was received or “FILED” on Aug. 8, 1961. It was never “ACCEPTED” by the Registrar….Obama’s COLB is still being “MAINTAINED” awaiting acceptance by the Hawaii State Registrar.
So, what would be the reason that Obama’s birth record is merely FILED with the DoH, but never ACCEPTED?

There is no significance. Some Hawaiian COLBs say “filed,” and some say “accepted,” and they both mean exactly the same thing.
Here’s another example of one that says “filed.”

So you now have two examples of each.

There is obviously a reason for the distinction between ACCEPTED and FILED. Most markings like that are based on data entry; The State would not use two separate words in their computer programming to indicate something for which there is no distinction.

HistorianDude,
That COLB means NOTHING.
You see at the bottom where it says:
“Any alterations invalidate this certificate”?
Well the certificate has been altered by blackening out the names.
Wanna try again?
All you do is make excuses.
